Permanently watered, permanently vegetated stream corridors support Norway rat populations year round, and the low-lying land beside them puts subfloors and garages at the level those animals work at.
That gives us a suburb where the dominant rodent is the Norway rat rather than the ship rat, where the harbourage is at or below ground level, and where a good proportion of properties are close enough to a watercourse for that to be the operative fact about them.

Norway rats need water daily and they burrow, so a stream bank with dense cover along it is prime habitat. From there they travel along the drainage and stormwater network, which is precisely the infrastructure connecting those corridors to residential streets.
On low-lying properties the practical consequence is that the subfloor is often damp, sometimes seasonally very damp, and that changes things in two directions. It makes the space less attractive as a nest site when it is genuinely wet, and considerably more attractive when it is merely humid and sheltered. It also means the ground level entry points, vents and gaps, are the ones that matter rather than anything at roof height.
Where flooding has occurred, and parts of this catchment have flooded repeatedly, the aftermath reliably produces displaced rodents moving into buildings, along with damp insulation and materials that then attract them further. We see a clear pattern of calls in the weeks after a significant event.

The town centre, and a different set of problems
Around the Henderson town centre and the rail corridor there is a growing amount of apartment and attached townhouse development, and that brings the built form problems those buildings have: German cockroaches and mice moving between dwellings through service penetrations and shared cavities.
There is also a concentrated food retail strip, with the usual consequence that adjoining tenancies share cockroach populations through common wall cavities. Is a damp subfloor better or worse for rats?
It depends how damp. Genuinely wet ground is a poor nest site and rats avoid it. Humid, sheltered and dry-ish underfoot is close to ideal, which describes a lot of low-lying Henderson subfloors for most of the year. Improving subfloor ventilation and drainage helps on both the pest side and the building side, so it is usually worth doing regardless.
